NHS Shared Business Services

NHS Shared Business Services

The NHS Shared Business Services programme was implemented in West Yorkshire and Bristol using an Oracle 11i eBusiness Suite Financials backbone to deliver centralised back offices to NHS Trusts throughout the country.  Initially delivered for pilot trusts in the West Yorkshire and South West regions, this innovative programme has now been extended to provision for trusts throughout the country.  The programme delivers a full financial management service to trusts incorporating core accounting support using Oracle General Ledger and debtors and creditors support using Oracle Receivables and Oracle Payables respectively.

Enabling Change

iTrain, working with the NHS internal implementation team and KPMG, were responsible for the development of the business process model and full rollout of this major green-field deployment of the Oracle eBusiness suite, together with the development and delivery of the end to end change management programme for the shared service teams and associated NHS Trusts, and support for the entire end user logistics programme.  The NHS Shared Service implementation of Oracle was based initially in Leeds and Bristol and subsequently extended into London and beyond, covering shared General Ledger, Accounts Payable, Purchasing and Accounts Receivable functions for trusts across the NHS.

iTrain won the NHS programme through competitive open tender and were subsequently responsible for the delivery of the ongoing change management, business design, transformation/improvement, training mentoring and support programmes within the shared service centres and associated trusts, providing expert full-time Oracle consultants on a permanent basis to provide hands-on Oracle expertise.  The iTrain programme incorporated a range of business analysis and design services for the newly developed shared service centres and iTrain was responsible for supporting the change management associated with staffing in the new centres and the transfer of skills from existing finance teams in local trusts. iTrain have subsequently been engaged and delivered a full upgrade of the Oracle platform to Fusion Cloud providing training support for the entire upgrade programme across the shared service centres.

“The benefits of the system and outsourcing to shared services are not purely financial. The improvement to our financial control systems has been immense.”
