Leicestershire County Council is one of the UK’s leading County Councils with a 4 Star and improving strongly rating for overall performance – the highest rating in the Audit Commission’s latest Comprehensive Performance Assessment and one of only 5 County Councils to achieve this. LCC has installed a range of “best of breed” Oracle systems including Financials and Candidate Relationship Management (CRM) which have since been upgraded to r12 and is now installing r12 HR and Payroll to deliver a full Shared Services function for HR and Finance across the business.

iTrain were chosen through competitive tender because of their specialist knowledge of Oracle Finance and Human Resources, CRM, shared service business, and business process development to deliver business improvement, change management and education services across a range of business programmes as follows:
HR/Payroll
iTrain has delivered process design, business analysis, technical integration support and training for the Leicestershire HR business improvement programme. This involves the implementation of a new shared service model for HR and Payroll and is being implemented using Oracle r12, one of the earliest adopters of r12 in the council sector in the UK.
Financials
iTrain has provided ongoing strategic consultancy support to Leicestershire County Council during its implementation and rollout of finance shared services across the council. We are now supporting the ongoing upgrade to Oracle r12 together with providing strategic advice and support for the internal efficiency programme and the development of shared services.
CRM
Key to the overall success of the project was iTrain’s support for the rollout of CRM across the council. iTrain’s CRM and Siebel practice, and their in-depth CRM expertise for government agencies, was instrumental to the complex configuration and implementation of the CRM call centre and associated telephony integration at Leicestershire County Council. Chosen as Oracle’s CRM support partner in the UK, our team boasts an excellent track record for local government CRM solutions including the implementation of Siebel CRM for RCUK and CMEC, our support for the upgrade to r12 at Newport City Council and our involvement in the rollout of CRM for the Staffordshire eGovernment Partnership.
