Cheshire LGR Programme

As part of the Cheshire Local Government Review (Cheshire LGR Programme), on April 1st, 2009, Cheshire County Council and the 6 district councils in the region were legally changed to form two new unitary authorities providing services to Cheshire East and Cheshire West and Chester.  This major transformation programme has involved the disaggregation of assets from the old County Council into the new authorities together with the incorporation of each of the districts into the the East and West authorities, depending on location.  The programme has also involved the creation of back office shared service function for Finance, Human Resources/Payroll, CRM and IT. The overall programme has been based around the migration of the existing County Council Oracle eBusiness Suite applications to deliver a shared Oracle infrastructure for the two new authorities.

Enabling Change

iTrain were chosen to lead the strategic management, business change and transformation improvement programmes, providing expert resources and services to facilitate the entire Cheshire LGR programme and we have partnered the delivery of the entire programme across the design of business, educational, functional and technical Oracle and Siebel solutions.  This has included the provision of project and programme management as well as Oracle and Siebel Candidate Relationship Management (CRM) technical resources.  iTrain supported all levels of the programme including the design of new business processes, the management of the business cutover programme including the setup of the shared service functions for Finance, HR/Payroll, CRM and IT (based around Oracle, Siebel CRM and Northgate/Paris Cash Receipting), the management and delivery of the full testing programme, data migration, training, implementation and communication and specialist technical and functional expertise with the rationalisation of IT and business systems across the entire programme.  The solution has included the rollout of Oracle Financials (PU, iProcurement, AP, GL, AR, CM), Oracle HR/Payroll (Core HR, T&L), Siebel CRM, Project Accounting (Billing, Costing), Stores (Inventory, Order Management) as well as detailed interfaces to over 20 third party feeder systems.
